The investigation into the hit-and-run incident in Brooklyn that left an aide for the Mayor comatose and injuring her friend has led to an arrest.
Hours after leaving a White Plains mental health facility, 28-year-old Frances Jasmin was arrested at the 77th Precinct where she confessed to driving the car that critically injured Erinn Phelan, 22, and Alma Guerrero, 23, on February 21.
Phelan and Guerrero were mowed down as they crossed Flatbush Ave. in Prospect Heights. Guerrero suffered a broken collarbone due to the heroic efforts of Phelan, who pushed her friend out of the way of the car.
Phelan remains in a medically-induced coma and suffered severe brain injuries.
Jasmin was charged with leaving the scene of an accident with serious injuries.
Eyewitness accounts along with cell phone records that indicated Jasmin was in the area of the hit-and-run on the day in question helped lead police to Jasmin.
Jasmin, of the Bronx, was driving her sister Cindy's green Acura when she hit the young women around 4:30 a.m.

"It wasn't me," said big sister
Adam Thompson, Jasmin's lawyer, said his client became suicidal with grief after the accident and checked herself into New York-Presbyterian Hospital for treatment.
As Jasmin was escorted from the precinct last night, she appeared stoic and stared straight ahead.
Her father, Frantz Jasmin, said that he felt his daughter was not being treated fairly and that police were making too much of the accident.
"I'm not calling any name, but there is someone behind this," said Frantz Jasmin as he retreated to his vehicle.
