Absolutely, says Dan Froomkin of the Huffington Post in his "How Do You Disenfranchise 1 In 8 Black Men?" article. Froomkin's article states that approximately 5.3 million Americans are unable to vote due to a felony conviction. Out of that number, 4 million are not imprisoned.
